What's planting, MPSJ?

This is among the many flower pots that were placed along Jalan USJ 10/1, just opposite McDonalds, more than a month ago. To beautify Taipan, needless to say. MPSJ was notified 2 weeks ago. This evening, I drove by after dinner.

More weeds and still no flowers. Duh?
